Direct Railway Tickets vs Organised Coach Packages: Which Model Are You Planning?

The most common source of confusion among Melbourne visitors is mixing up a direct railway excursion ticket with a commercial day tour package:

1. Direct Excursion Tickets

  • Booked directly with Puffing Billy Railway (E01).
  • Strictly return-only: your departure is linked to a fixed return train (V02).
  • You arrange your own transport to Belgrave (Metro train or car).
  • Fares apply 1 April 2026 – 31 March 2027 (e.g. AUD $66 adult return Belgrave–Lakeside).
  • Tickets are strictly non-refundable once booked (E16).

2. Commercial Tour Packages

  • Booked via tour operators (Go West, Explore Australia) or marketplaces (Viator, GetYourGuide).
  • Includes Melbourne CBD coach pickup and drop-off.
  • Usually includes a one-way rail journey (Belgrave to Lakeside), connecting to Phillip Island Penguin Parade.
  • Higher total price (AUD $229–$245+), but handles all driving and onward wildlife admissions.
  • Subject to commercial cancellation policies (e.g. 24h refund on Viator vs 48h forfeiture direct).

Before You Book: Essential Checklist

  • Check the railway calendar for your specific date: General excursion schedules do not guarantee every route runs daily (E02). Belgrave–Lakeside is the most frequent; Menzies Creek and Gembrook run on selected days only.
  • Book tickets for every passenger: Infants aged 0–11 months travel free, but still require a zero-dollar ticket booked in advance to comply with carriage passenger limits (V02).
  • Be aware that steam is not guaranteed: Under railway terms (V01), diesel locomotives may be substituted without notice due to maintenance, total fire bans, or high fire danger.
  • Allow a full 60-minute check-in buffer: Ticket office desks strictly close 30 minutes prior to departure. Missing check-in forfeits your tickets (E03).
  • Pack appropriate clothing & eye protection: Open carriages mean exposure to soot particles and wind. Dark clothing and sunglasses are strongly recommended (E05, E11).
